A&M Law Students Help Enhance the Future of Access to Freshwater
During the 2019-2020 school year, Texas A&M School of Law offered a year-long capstone course for second and third-year law students to research the legal and regulatory framework surrounding desalination and wastewater recycling plants, and their future role in expanding access to freshwater for urban communities. Part one of the course took place in the fall of 2019 and had the students analyze five currently operating desalination and wastewater recycling regimes in the U.S., Israel, and Australia. Each plant location was developed as a case study through which the students unpacked the various legal and regulatory barriers to implementing such facilities. The research encompassed exploration of permits, compliance, monitoring and other criteria regarding siting and operating these facilities, sourcing the input water, managing discharges, and other topics.More.
Professor Eckstein and Students Publish Volume I of U.S. Groundwater Survey
Professor Gabriel Eckstein of Texas A&M University School of Law, along with Professor Amy Hardberger, formerly of Saint Mary’s University Law School and now with Texas Tech University School of Law, and several student researchers have published Volume I of Groundwater Laws and Regulations: A Preliminary Survey of Thirteen U.S. States (2nd Ed). A preliminary version of this report was released in 2017 to generate feedback about the methodology, accuracy of information, organization, and usefulness of the project and its findings. Using comments and feedback from that report, the group finalized the first volume of state surveys of the groundwater laws and regulations in thirteen states across the United States. Using a matrix created by the professors, student researchers respond to a standardized set of questions about groundwater regulations, statutes, case law, and policies of each state. More.

Alumna Profile: Cheryl Massey Barnett, EPA Region 6, Office of Regional Counsel, Branch Chief, Air Enforcement
Cheryl Massey Barnett is a graduate of Texas Wesleyan University School of Law. She currently works at the US Environmental Protection Agency (EPA) Region 6 as a Branch Chief in the Office of Regional Counsel’s Air Enforcement Branch. Region 6 of the EPA addresses environmental issues in Texas, Arkansas, New Mexico, Oklahoma, Louisiana, and 66 Native American Tribes. Barnett has been involved in environmental issues since her family moved to a small Texas town with significant environmental issues. More.
